These procedures apply to all motor vehicle operators and
motor vehicles, including motorcycles, operated on university owned or
leased property, regardless of whether the vehicle is operated by the
registered owner as set forth by George Mason University Policy 1108.
No vehicle may occupy a parking space on George Mason University
property, owned or leased, without displaying a George Mason parking permit.

PARKING DEFINITIONS
PARKING LOT LOCATIONS AND DESIGNATIONS. Refer to the maps for lot locations
and designations.
FACULTY AND STAFF DEFINED. Faculty/staff status is defined and regulated
as set forth in the sections that follow. This information is based on
regulations set forth by the University Human Resources Department. Only
faculty and staff members defined and categorized in the sections below
are eligible to purchase faculty/staff parking permits and park in spaces
restricted for faculty/staff use.
Full-time Faculty. Instructional faculty who teach four courses, or who
teach and do research to full-time equivalency and receive benefits.
Part-time or Adjunct Faculty. Instructional faculty who teach up to three
(3) courses without benefits.
Administrative Faculty. Individuals under contract with the University
as administrative faculty whose positions are primarily administrative
in nature. Said individuals receive benefits and may also teach part time.
Affiliate Faculty. Individuals who teach a course(s) or do research without
salary or benefits.
Emeritus Faculty. Retired faculty named to emeritus status by deans and
the provost and approved by the Board of Visitors.
Classified Staff. Classified staff are those individuals hired to work
under the state classification system. These individuals may take an unlimited
class load and still qualify for a faculty/staff parking permit.
Hourly Wage Employees. Individuals employed on an hourly basis without
benefits and limited to working a maximum of 1,500 hours per year. These
employees may be eligible for faculty/staff parking provided they carry
fewer than one credit hour per term and are not classified as full time
students.
Employees Not Eligible for Faculty/Staff Parking. Employees not eligible
for faculty/staff parking privileges are listed and defined in the sections
below.
Graduate Assistants. Graduate research assistants and graduate teaching
assistants maintain student status and are eligible to purchase student
permits only.
Student Wages Employees. Full-time undergraduate students taking three
credit hours or more and are working as wages employees. These individuals
are eligible to purchase student permits only.
Temporary Employees. Individuals hired directly as contract employees
of the University or through a temporary agency to work on temporary assignments.
Parking permits may be issued to them at prevailing rates on a daily,
weekly, monthly, semester or annual basis upon written request from the
Human Resources Department.
STUDENT DEFINED. A student is defined as an individual enrolled in a
class offered by George Mason University. This includes Graduate Teaching
Assistants, Graduate Research Assistants and Graduate Staff Assistants.
Faculty and classified staff attending courses are not considered students.
Refer above for faculty/staff definitions.
Non-Resident Students. Students who reside in areas not located on George
Mason University property are considered non-resident students and will
be issued a non-resident student permit.
Resident Students. Students who reside in housing areas located on George
Mason University property are considered resident students and will be
issued a resident student permit. Residents of the Student Townhouses
are to be considered non-resident students and shall receive standard
non-resident student permits.
VENDOR DEFINED. Vendors are defined as those individuals using vehicles
to deliver supplies from outside the University in support of University
departments and contractors.
VISITOR DEFINED. A visitor is defined as any person who is NOT classified
as a faculty, staff, student, or vendor at George Mason University.
HANDICAPPED PARKER DEFINED. A handicapped parker is someone with short-term
or long-term disabilities who requires use of handicapped parking facilities
and is supported with appropriate documentation of need.
SENIOR CITIZEN DEFINED. Senior citizens are defined as individuals 60
years of age or older at the time of purchase or as of September 1 of
the current academic year.
PARKING SPACE DEFINED. Parking spaces are defined as the designated areas
for parking motor vehicles on University property. Each parking space
is designated by painted control lines. Certain areas may be used as parking
spaces without painted control lines. These areas will be marked with
appropriate signage. Parking is prohibited in any area that lacks control
lines or otherwise appropriate signage.
PARKING REGULATIONS
PARKING REQUIREMENTS FOR FACULTY/STAFF. This applies to all George Mason
University Campuses, excluding Arlington. All persons parking at the George
Mason University Arlington Campus are required to obtain and display the
George Mason University – Arlington parking permit, without exception.
Faculty/Staff Permit and Parking Requirements. Faculty/staff parking
is restricted to employees displaying a valid George Mason University
faculty/staff parking permit. Selected special permits are also considered
valid in faculty/staff parking areas. Permits are not transferable to
other persons.
NOVA Faculty and Staff Parking. A reciprocal agreement between George
Mason University and Northern Virginia Community College allows vehicles
displaying valid NOVA faculty/staff permits to have the same parking privileges
and responsibilities afforded to vehicles displaying valid George Mason
University faculty/staff permits, excluding the Arlington Campus.
Faculty/Staff Parking Locations. Faculty/staff displaying a valid George
Mason University or NOVA faculty/staff permit may park in any surface
lot or section of a lot marked for faculty/staff use only. Faculty/staff
may also park in any general parking space located within any general
surface lot.
Enforcement of Faculty Staff Parking Spaces. Parking Services will monitor
and enforce the faculty/staff permit requirement in all restricted areas.
PARKING REQUIREMENTS FOR STUDENTS. This applies to all George Mason University
Campuses, excluding Arlington. All persons parking at the George Mason
University Arlington Campus are required to obtain and display the George
Mason University – Arlington parking permit, without exception.
Student Permits and Parking Requirements. Student parking is restricted
to students displaying a valid George Mason University student parking
permit.
Resident Student Parking Requirements. Resident student permits are valid
in areas designated for resident student parking. Non-resident student
permits are not valid in resident student parking areas. Resident student
permits are, for the purpose of this regulation, considered to be student
permits and are valid in parking areas designated for student parking.
Lot R (Liberty Square/Potomac Heights) is for resident students living
in Liberty Square and Potomac Heights; proof of residence is required.
Proof of Resident Student Status. Resident students may be required to
provide proof of their residency status when purchasing a permit. A copy
of the student’s housing contract is the preferred method for proof
of residency status.
Student Parking Locations. Students displaying a valid George Mason University
student permit may park in any surface lot or section of a lot marked
for student use only. Students may also park in any general parking space
located within any general surface lot.
Enforcement of Student Parking Spaces. Parking Services will monitor
and enforce the student permit requirement in all restricted areas. This
enforcement includes enforcement of resident student parking areas.
Extended Term Parking. Parking is designated for daily use only. Parking
of any vehicle for a period exceeding two consecutive days is strictly
prohibited. Parking Services authorization is required to deviate from
this regulation. Vehicles in violation are subject to towing, booting,
and impoundment. The permanent exceptions to this regulation are resident
lots and state vehicles.
PARKING REQUIREMENTS FOR VENDORS AND CONTRACTORS.
Daily Vendor/Contractor Parking. Vendors and contractors who come to
campus on a one-time basis will not be required to purchase permits. These
individuals should have the department sponsoring their visit contact
Parking Services to arrange parking.
Regular and Occasional Vendor/Contractor Parking. Vendors and contractors
who come to campus on a regular basis or will be on campus on a daily
basis for a set period of time will be required to purchase permits. These
individuals should have the department sponsoring their visit contact
Parking Services to arrange payment for parking. Parking permits can be
purchased for vendors on a daily, weekly, monthly, semester, or annual
basis at the prevailing rates.
Marked Service and Delivery Vehicles. Marked, short-term delivery vehicles
from organizations that have agreements with University departments to
deliver supplies and services may park in Service and Repair areas without
displaying a permit. Departments which require these vehicles to park
in other areas should contact Parking Services to arrange parking.
Vendor/Contractor Responsibilities. Vendors and contractors are responsible
for adhering to and advising all employees of George Mason University
parking regulations as outlined in their contractual agreement with the
University. Permits issued to contractors or commercial firms may be restricted
as to date, time, duration, and parking area. Vendor/contractor permits
are not to be used for any other parking purposes. These individuals are
responsible for any citations and fines assigned to their vehicles.
PARKING REQUIREMENTS FOR VISITORS.
Visitors to the Fairfax Campus. All visitors to the Fairfax Campus are
strongly encouraged to park in the Visitor Parking Deck at the prevailing
rates. Visitors may also park at parking meters at the prevailing rates.
Family Visitors. Family of faculty, staff and/or students must prominently
display a valid temporary permit on their vehicle when parked in non-metered
areas of surface lots. The George Mason University faculty, staff, or
student must purchase the temporary permit and will be held responsible
for any citation(s) and fine(s) issued to any vehicle displaying that
permit. Temporary permits may be purchased at the Parking Services Offices.
Special Event Visitor Parking. Visitors may be assigned parking for special
events. Parking Services may designate specific parking areas or issue
special permits to visitors or to a sponsoring University program/activity
for distribution. Individuals visiting the University for Special Events
may only park in areas designated for the event by Parking Services or
may park in any other pay visitor area at the prevailing rates.
Visitors to the Arlington Campus. There is NO visitor parking available
at the Arlington Campus. See below for more information on parking at
Arlington.
Visitors to the Prince William Campus. Visitors to the Prince William
Campus will be instructed by signage to take note of the parking space
number and follow instructions to pay at the electronic parking meter
located in the lobby or lot of the corresponding parking area. A vehicle
which leaves a paid space prior to the expiration of time relinquishes
any balance of time without refund. The balance of time does not transfer
to any other space. See below for more information on parking at Prince
William.
PARKING REQUIREMENTS FOR HANDICAPPED INDIVIDUALS.
Handicapped Parking Permits. A George Mason University parking permit
must be prominently displayed at all times for all vehicles. DMV issued
handicapped permits authorize the use of handicapped parking at George
Mason University owned or operated facilities in conjunction with the
display of a valid George Mason University parking permit. Persons may
only park in an appropriate handicap space and lot based on permit type.
Handicapped permit rates are the same as all other George Mason University
parking permits issued for comparable periods of time. Permits are not
transferable to other persons. Visitors must adhere to the visitor handicap
parking requirements listed below.
Visitor Handicapped Parking. A DMV issued license plate, hangtag, or
other permit is not a valid permit authorizing parking at George Mason
University. A George Mason University parking permit is required when
parked at any handicap-designated space, on property owned or operated
by George Mason University. Handicapped visitors must purchase a temporary
parking permit from Parking Services or pay the prevailing rates at visitor
parking locations such as meters or the Parking Decks.
Handicap Parking Designation. All parking spaces reserved for the use
of persons with disabilities are identified by above grade signs and/or
markings painted on the ground within each space. Handicap parking is
available to students, faculty, and staff whose vehicles display a valid
George Mason University handicap permit, only as follows:
Surface Lots. Handicap parking is available in surface lot spaces marked
with above grade handicap signs and/or markings painted on the ground
within each space. Only those with lift-equipped vans may park in van
lift designated spaces.
Parking Deck. Handicap parking is available in the Mason Pond Parking
Deck, located on Mason Pond Dr., with a valid George Mason University
permit at no additional charge. Those without a permit may use handicap-designated
spaces, but must pay prevailing rates. Sandy Creek Parking Deck does not
provide any free or non-paid parking as an automated facility.
Use Restrictions for Handicap Permits. Handicap permits may only be used
for and/or by the persons to whom they were issued. Individuals are limited
to one handicap permit.. Handicap parking is not permitted where stopping,
standing, or parking is prohibited to ALL vehicles, or which is reserved
for special types of vehicles. Neither does it apply where parking would
clearly present a traffic or safety hazard. Photocopied handicap permits
are not valid.
PARKING METERS. The following regulations apply to metered parking areas.
Enforcement. Meters are enforced: 7:00 AM until 10:00 PM Monday through
Friday; and 8:00 AM until 8:00 PM Saturday and Sunday. Persons with a
valid DMV-issued handicap license plate or hangtag may use the metered
parking spaces at the prevailing rates. A George Mason University parking
permit is not valid as payment at meters. Parking or standing at an expired
meter is not allowed and will result in a citation and fine.
Missing or Inoperable Meters. Inoperable meters are considered closed
spaces; vehicles parked in these spaces are subject to citation and fine.
Missing and inoperable meters should be reported to Parking Services immediately
for replacement or repair. Cases of meter vandalism may be tried in a
Virginia court of law as destruction of property and/or larceny, in addition
to any citation issued.
Valid Currency. Only United States currency may be used in parking meters.
Federal law prohibits the use of other currency, altered U.S. currency,
or other objects. GMU meters accept only quarters for payment.
LOAD AND UNLOAD SPACES. Loading and unloading is permitted only in designated
areas and in accordance with the signing of that space. Prohibited and
restricted areas, handicapped spaces, fire lanes, and meters are not designated
for loading and unloading. Any vehicle loading or unloading in these areas
is subject to citation, fine, immobilization, and/or towing, at owner’s
risk and expense.
Use of Load/Unload Spaces. A valid George Mason University permit must
be displayed in order to park in a load/unload space. Blinkers or flashers
must be activated when vehicles are parked in load/unload zones. Load/unload
parking is limited to thirty minutes, unless Parking Services grants an
exception for special circumstances. Vehicles exceeding the posted 30-minute
time limit are subject to citation and fine.
Loading and Unloading When No Designated Space Exists. Under certain
circumstances, close-up building access may be required for load/unload
purposes where no space has been designated. In these instances the individual
must contact Parking Services to obtain permission and direction to ensure
that campus safety measures are met and that Parking Services can readily
contact the individuals in the event the vehicle must be moved for emergency
equipment. All other load/unload regulations apply as stated above.
SERVICE AND REPAIR SPACES. Service and Repair spaces are reserved for
vehicles displaying valid Service and Repair permits. University vehicles
with state license plates may also park in Service and Repair spaces without
displaying a Service and Repair permit.
Service and Repair Restrictions. Service and Repair vehicles may not
park in prohibited zones, restricted areas, handicapped spaces, fire lanes,
metered areas, grassy landscaped areas, or sidewalk areas. Service and
Repair spaces are to be used only during times while the service is being
performed. The use of Service and Repair spaces is limited to a maximum
increment of four hours while performing service. These areas are strictly
enforced, and vehicles are subject to citation and fine. Any deviations
must be approved by Parking Services and be on a short-term basis only.
Service and Repair Parking Where No Designated Space Exists. Under certain
circumstances, close-up building access may be required for services and
repair purposes where no space has been designated. In these instances
the individual must contact Parking Services to obtain permission and
direction to ensure that campus safety measures are met and that Parking
Services can readily contact the individuals in the event the vehicle
must be moved for emergency equipment. All other Service and Repair regulations
apply as stated above.
STATE VEHICLE SPACES. State vehicle spaces are reserved for University
vehicles with state license plates. These spaces are intended for short-term,
occasional use by those who must travel around campus in University vehicles.
State Vehicle Restrictions. State vehicles may not park in prohibited
zones, restricted areas, and handicapped spaces, fire lanes, on grassy
landscaped or sidewalk areas.
State Vehicle Parking Where No Designated Space Exists. Under certain
circumstances, close-up building access may be required for state vehicle
purposes where no space has been designated. In these instances the individual
must contact Parking Services to obtain permission and direction to ensure
that campus safety measures are met and that Parking Services can readily
contact the individuals in the event the vehicle must be moved for emergency
equipment. All other state vehicle regulations apply as stated above.
ADMINISTRATIVE SPACES. Administrative spaces are reserved for vehicles
displaying valid administrative permits. The use of Administrative spaces
is limited to a maximum of four hours. Administrative spaces are intended
for short-term occasional use, by those whose job requires them to move
their personal vehicle around or between campuses and off-campus locations.
SURFACE RESERVED SPACES. There are several different types of surface
reserved spaces, each with slightly different regulations. Violators of
reserved parking spaces are subject to citation, fine, and/or towing,
at owner’s risk and expense.
Faculty/Staff Reserved Spaces. There are several individually numbered
reserved spaces located throughout the Fairfax Campus that are designated
as faculty/staff reserved spaces. These spaces are reserved at all times
for the holder of the permit designated for that individual space.
Resident Student Reserved Spaces. There are several spaces located in
selected lots on the GMU Campus that are reserved for resident students
who have purchased a reserved space permit. These spaces are reserved
at all times for holders of permits designated for reserved spaces in
that area.
PARKING DECK RESERVED SPACES. The Parking Decks on the Fairfax Campus
have spaces designated for deck reserved permit holders. These spaces
are identified by signs located in each area or space and are reserved
for the times indicated on the signs. Authorization for the use of one
parking deck is valid for that parking deck only.
PERMITS AND PERMIT REGULATIONS
PARKING PERMIT REQUIREMENTS. Unless noted in this policy, all vehicles
parked on property owned or operated by George Mason University are required
to display a valid George Mason University parking permit. Visitors are
required to park in designated areas with the appropriate permit or pass,
obtained from Parking Services, or must park in pay based areas which
include the meters and parking decks.
VEHICLE AUTHORIZATION. The purchase, acceptance, and use of any permit
on George Mason University property conveys authorization to appropriate
and authorized departments of the University to relocate any vehicle,
by means of towing, to another parking space or lot when deemed necessary.
The relocated vehicle is to be moved to a space as near to the original
space, if not the original space, as possible. When or if this cannot
be accommodated, the vehicle is to be relocated to Lot C. Notification
to the University Police Department must be made when any vehicle is relocated.
No fine or towing fee will be applied, unless the relocated vehicle was
parked in violation of the Motor Vehicle Parking Procedures.
VEHICLE OWNER RESPONSIBILITIES. The registered owner of a motor vehicle
is responsible for all violations issued to the vehicle regardless of
who is operating the vehicle. If the vehicle is displaying a valid permit
and incurs a citation for violation of these rules and regulations, the
registered owner of the permit will be held responsible for all citations
and/or fines issued to any vehicle displaying that permit.
LIABILITY DISCLAIMER. George Mason University, the Commonwealth of Virginia,
and agents of GMU or the Commonwealth do not assume responsibility for
any vehicle or its contents when parked on University property. The University
and the State do not assume responsibility for damage to vehicles that
are booted, immobilized, or towed due to violations incurred or as a result
of other Policy violations.
PERMIT PURCHASE REQUIREMENTS. To purchase a parking permit, individuals
must comply with George Mason University and associated state regulations
and not have any outstanding citations or fines. Individuals must provide
a valid George Mason University identification. Individuals wishing to
purchase an Arlington Campus permit must provide a copy of their schedule
or proof of employment showing class registration or employment at either
campus location.
Parking Space Availability. The purchase of a George Mason University
parking permit gives the permit holder the right to park in a designated
campus location only when there is space available in that location. The
purchase of a parking permit does not guarantee the purchaser access to
a parking space at all times.
Permit Transferability. George Mason University Parking Services is the
only agent authorized to sell or in any way disburse parking permits.
Permits may not be sold or transferred from one individual to another.
Permits may be transferred from one vehicle to another but are not to
be “shared” or used together by two or more individuals; each
individual is required to purchase their own permit. Failure to follow
these guidelines may result in a “no permit”, “improper
display” or “fraudulent display” citation.
PERMIT PURCHASE OPTIONS. All faculty, staff, and student permits are
sold at one of the following locations or in one of the following manners.
Certain types of special permits must be purchased in person at a designated
sales location.
Permit Sales by Mail. Permit applications may be mailed to Parking Services
at the following address:

Fairfax Campus. With the exception of certain designated sales areas
for the opening of classes in the Fall semester, all permits on the Fairfax
Campus will be sold at the Parking Services building, adjacent to the
Sandy Creek Parking Deck on Sandy Creek Way.
Arlington Campus. All permits sold on the Arlington Campus will be sold
at the Parking Services office in the Original Building, Room 104 unless
otherwise noted. The Arlington Campus does not sell permits for any other
campuses. Student permits for the Arlington Campus are restricted to semester
permits only. Annual permits will be available for faculty and staff only.
Prince William Campus. All permits sold on the Prince William Campus
will be sold at the Prince William Campus Occoquan Building (Room 112)
unless otherwise noted.
PERMIT PAYMENT. Parking Services accepts cash, checks, money orders,
Visa, MasterCard, Mason Money, and pre-tax payroll deduction as payment
options for permits. Pre-tax payroll deduction is limited to full-time
faculty and staff only. Payment by coin, in entirety, will not be accepted
unless item being paid for requires coin payment.
In-Person Payment. All of the above payment methods are acceptable for
in-person permit sales.
Payment by Mail. Payment accompanying mail-in permit orders may include
check, money order, Visa, MasterCard, and pre-tax payroll deduction. Payment
by cash is strongly discouraged.
Online Payments.
PERMIT RATES. Permit rates are subject to change. See APPENDIX A for current
rates.
Qualifications for Free Student Permits. Senior citizen students who
qualify for free tuition and/or course audits as outlined in the George
Mason University catalog and presented in University Administrative Policy
Number 21, Senior Citizens Higher Education Act of 1974, shall be entitled
to a free parking permit for the duration of their enrollment under said
status. Only one free permit will be issued per wavier period. Valid proof
of age and tuition waiver from the Registrar's Office is required to qualify.
University Volunteers and Temporary Employees. University volunteers
and temporary employees must observe all permit and/or pass requirements
and parking regulations when using University operated facilities. Permits
will be sold and issued only upon written request to the Parking Services
office by a sponsoring department. Departments may underwrite the cost
of parking for volunteers and temporary employees, in accordance with
University and State guidelines. Valid proof of age such as a driver's
license is required to qualify for senior citizen rates.
Employees and Volunteers of Contractors and/or Vendors. Employees and
volunteers of contractors and vendors must observe all permit requirements
and parking regulations when using University operated facilities. Contractors
and vendors must submit written verification of an individual's employment
and/or volunteer status to the Parking Services Office. Said contractors
and vendors may underwrite parking costs for their employees and/or volunteers.
Valid proof of age such as a driver's license is required to qualify for
senior citizen rates.
Emeritus Faculty. Faculty members duly appointed to emeritus status by
the George Mason University Board of Visitors are eligible to receive
one free parking permit upon proof of status.
LOST AND STOLEN PERMITS.
Lost Permit Regulations. Any replacement permits issued will be issued
at the discretion of Parking Services. Lost permit regulations are listed
below.
Lost Permit Acknowledgement. Before a replacement permit is issued, the
purchaser must acknowledge in writing that the permit is lost and that
he/she understands that the registered owner(s) of any vehicle displaying
or using a permit verified as lost by the purchaser will be cited for
fraudulent display and subject to any and all fines and legal ramifications
imposed by the University and/or the Commonwealth of Virginia.
Lost Permit Replacement Policy. Replacements for lost permits will be
issued only to the original purchaser. All outstanding citations and accrued
late fees must be paid or the purchaser must enter into a contractual
agreement to pay said fines before a replacement permit is issued. Use
or participation in the use of a reported “lost permit” by
the original purchaser can/will result in the forwarding of information
to appropriate University and legal authorities for further action.
Replacement Fee. A replacement fee may be charged for the replacement
of a lost permit. Whether or not a replacement fee is required will be
at the discretion of Parking Services. See APPENDIX A below for the current
replacement rate. Full refunds for replacement fees may/will be processed
in cases where the lost permit is found and returned to Parking Services
in a timely period.
Stolen Permit Regulations. Any replacement permits will be issued at
the discretion of Parking Services. Stolen permit regulations are listed
below.
Law Enforcement Report Requirement. All stolen permits must be reported
to a law enforcement agency/official in the jurisdiction in which the
theft occurred.
Police Report Submittal. A copy of the police report and/or case number
must be submitted with the request for a replacement of a stolen permit.
Parking Services shall base any determination upon receipt of an official
police report.
Stolen Permit Acknowledgment. The purchaser must sign an acknowledgment
indicating that the permit was stolen and that he/she understands that
the registered owner(s) of any vehicle displaying or using a permit verified
as stolen by the purchaser will be cited for fraudulent display and subject
to any and all fines and legal ramifications imposed by the University
and/or the Commonwealth of Virginia. Use or participation in use of a
stolen, or counterfeit permit will/ may result in the forwarding of information
to University Police and Administration for judicial review for appropriate
criminal or University action, where deemed appropriate.
Stolen Permit Replacement Policy. Replacements for stolen permits shall
be issued only to the original purchaser upon presentation of George Mason
University identification. In addition, all outstanding citations and
accrued late fees must be paid or the purchaser must enter into a contractual
agreement to pay said fines before a replacement permit is issued.
PERMIT REFUNDS. Only the original purchaser of a permit may receive a
refund of the purchase price of a permit in accordance with the refund
schedule and conditions. Refund and replacement fees are described as
follows.
Permit Refund Regulations. A refund can be issued only to the original
purchaser. Said purchaser must present a valid George Mason University
identification and surrender the permit before a refund can be processed.
Refunds are issued from the Commonwealth of Virginia and may take up to
six weeks to process, with the exception of credit card refunds, which
are refunded in accordance with the specific credit card company policy.
Payment of Citations and Accrued Fees. All outstanding citations and
accrued fees must be paid before a refund can be processed.
Student Proof of Class Withdrawal. Students may be required to provide
official proof of class withdrawal before a refund can be processed.
Faculty/Staff Proof of Employment Termination. Faculty/staff may be required
to provide official proof of employment termination obtained from Human
Resources before a refund can be processed.
REFUND AMOUNTS AND PARTIAL REFUNDS. Permit refunds will be handled as
follows.
Full Refund. A full refund on annual and semester permits will be given
within Two (2) calendar days from the date of permit issue.
Partial Refund. Partial refunds are pro-rated according to APPENDIX C.
Non-Returning Student Refund. Students who purchased an annual permit
and who do not plan to attend spring semester are eligible to receive
a partial refund provided they apply on or before the last add/drop date
of the spring semester. Refunds are pro-rated according to APPENDIX C.
Summer Refunds. Summer students will receive a full refund up to and
including the last add/drop day of the session in which they registered
upon proof of withdrawal. No other pro-rated refund will be given.
Summer Portion Refunds. No refund will be given for what might be considered
the "unused" summer portion of an annual or spring semester
permit.
PERMIT SALES SCHEDULE. Parking permits are sold and prorated according
to the schedule found in APPENDIX C below.
PLACEMENT OF PERMITS. Permits must be displayed in one of the following
manners. Failure to display a permit properly may result in a citation
and fine for “no permit” or “improper display”.
Purchase of a permit does not alleviate the responsibility for proper
display of a permit at all times.
Bumper Stickers. Bumper stickers must be placed on the left side of the
rear bumper, when or if available.
Hangtags. Hangtags must be placed in a hanging manner from the rear-view
mirror of the vehicle with the front of the permit facing the outside
of the vehicle. Vehicles without a rear-view mirror must prominently display
the permit in the center of the front dashboard.
Motorcycle Permits. Motorcycle adhesive permits must be displayed in
clear view on the motorcycle. Motorcycles are required to park in designated
motorcycle parking areas in Lots C, J, and G. Mopeds, scooters, and bicycles
are categorized as motorcycles for permits, where applicable. See campus
map for locations.
SPECIAL PERMITS
SPECIAL PARKING NEEDS. University faculty, staff, and students with special
parking needs must make prior arrangements to obtain the necessary permit
through the Parking Services office during normal hours of operation.
SERVICE AND REPAIR PERMITS. Refer above for Service and Repair parking
regulations. Service and Repair permits are to be sold at the same rates
as all other permits.
Service and Repair Permit Availability. Service and Repair permits are
intended only for those individuals who have a demonstrated need to access
Service and Repair spaces. A statement of need from an appropriate supervisory
individual will be required. Service and Repair permits will be sold to
all faculty and staff deemed eligible by the Assistant Vice President
of University Services or designee.
Service and Repair Permit Validity. Service and Repair permits are considered
valid until the date marked on the permit. These permits are valid in
Service and Repair spaces for up to four hours at a time; otherwise, they
are valid in all faculty/staff and general parking areas.
ADMINISTRATIVE PERMITS. Refer above for administrative parking regulations.
Administrative permits are to be sold at the same rates as all other permits.
Administrative Permit Availability. Administrative permits are intended
only for those individuals who have a demonstrated need to access administrative
spaces. A statement of need from an appropriate supervisory individual
will be required. Administrative permits will be sold to all faculty and
staff deemed eligible by the Assistant Vice President of University Services
or designee.
Administrative Permit Validity. Administrative permits are considered
valid until the date marked on the permit. Administrative permits are
considered special faculty/staff permits and are valid at all thee campuses.
These permits are valid in administrative parking spaces for a limited
period of time; otherwise, they are valid in all faculty/staff and general
spaces.
SURFACE RESERVED PERMITS. Refer above for surface reserved parking regulations.
Surface reserved permits are to be sold according to the rates listed
in APPENDIX A below.
Surface Reserved Permit Validity. Surface reserved permits are considered
valid until the date marked on the permit. Surface reserved permits are
also valid in all general lots.
PARKING DECK RESERVED PERMITS. Parking Deck reserved permits are to be
sold to any students or faculty/staff that have an interest in purchasing
a permit.
Parking Deck Reserved Permit Validity. Parking Deck reserved permits
are considered valid until the date marked on the permit. Permits are
valid in all general parking lots on the Fairfax and Prince William campuses.
TEMPORARY PERMITS. Permits may also be issued or purchased for periods
of time less than a semester. Permits may be issued on a daily, weekly,
or monthly basis, or for a combination of these for a fee. Temporary permits
are obtainable from Parking Services.
ENFORCEMENT
REGULATIONS. All regulations enacted by the Commonwealth of Virginia
and George Mason University are duly enforced. Vehicles in violation of
the rules and regulations set forth in this document may be subject to
citation, fine, immobilization, towing, and/or impoundment at the owner's
risk and expense.
APPLICATION OF RULES AND REGULATIONS. No vehicle operator, including
University personnel, shall park a vehicle, which violates any of these
rules and regulations. Any vehicle found violating these regulations is
subject to citation and fine.
Multiple Citations. A vehicle may be issued multiple citations and fines
for multiple violations at one time. A vehicle may be issued additional
citations for the continued noncompliance of parking policy, not to exceed
one citation per four hour period for the same violation.
Towing. A vehicle may be towed from one area to another for violations
of certain restrictions. Vehicles may be moved to an appropriate location
or to an impoundment location. All towing arising from enforcement actions
is at the owner’s risk and expense. Any vehicle impeding the flow
of traffic, whether in a roadway or parking lot, is subject to towing,
at owner’s risk and expense. Towing without notification can occur
under certain circumstances. Towing tickets are not appealable. All towing
tickets must be paid within ten days of citation issue date. Notification
of towing will be reported to the George Mason University Police.
Booting. A vehicle may be booted for violation of certain restrictions.
All booting arising from enforcement actions is at the owner’s risk
and expense. Any vehicle impeding the flow of traffic, whether in a roadway
or parking lot, is subject to booting, at owner’s risk and expense.
Booting without notification can occur under certain circumstances. Booting
tickets are not appealable. All booting tickets must be paid within ten
days of citation issue date. Notification of booting will be reported
to the George Mason University Police.
Fire Lane Violation. A vehicle parked in a fire lane or a roadway is
subject to towing, at owner’s risk and expense.
Handicapped Space Violation. A vehicle improperly parked in a handicapped
area is subject to towing, at owner’s risk and expense, without
notice.
Reserved Space Violation. A vehicle improperly parked in a reserved space
is subject to towing, at owner’s risk and expense, without notice.
Blocking of Egress and/or Ingress. Any vehicle which blocks, impedes,
or restricts another vehicles ability of egress or ingress, as a result
of violating a parking regulation, is subject to towing, at owner’s
risk and expense, without notice.
Impounding of a Vehicle. A vehicle may be impounded if its registered
driver or owner accrues $300.00 or more of unpaid citations, has outstanding
late fines in excess of ten days, or the vehicle has been determined to
be abandoned. Impounding may be by means of towing or booting of a vehicle.
Reacquisition of an impounded vehicle or tampering with a booted vehicle,
without payment and release by an appropriate and authorized George Mason
office, may result in additional action(s) being taken by the University
in accordance and compliance with all applicable laws.
PARKING PERMIT DISPLAY. All vehicles parked in surface lots owned and
operated by the University must display a valid parking permit, and observe
all parking space restrictive signage during hours of enforcement at the
risk of citation and fine. Exceptions to this regulation are listed below.
Vendor and Contractor Parking. Under certain circumstances, vendors or
contractors may park vehicles on campus without displaying a permit. These
circumstance must be approved and/or coordinated by Parking Services.
Visitor Parking. Vehicles parked in designated visitor parking areas
such as meters or the Parking Deck are not required to display a permit.
See above for visitor parking requirements.
HOURS OF ENFORCEMENT.
Hours. The hours of enforcement for George Mason University owned and
operated parking areas are twenty four hours a day, seven days a week
unless otherwise posted. This includes all times when the University is
closed, whether or not classes are in session. Permits are required at
all times. Selected exceptions to these times are as follows.
Metered Parking Spaces. Meters are enforced 7:00 AM – 10:00 PM
Monday through Friday and 8:00 AM – 8:00 PM Saturday and Sunday.
Meters are enforced whenever the University is open, whether or not classes
are in session.
PARKING SPACE DESIGNATION. Parking is permitted only in marked areas
with painted control lines. Any vehicle parked in an area not marked as
a parking space without making an arrangement with Parking Services is
subject to citation, fine, and possible towing, at owner’s risk
and expense.
RESTRICTED AREAS/PROHIBITED ZONES. As outlined, certain lots and areas
are restricted as to the type of permit required. Vehicles not displaying
the proper permit are subject to a "restricted area" or “prohibited
zone” citation and fine.
EXPIRED METERS. Vehicles parked at an expired meter are subject to a
citation and fine for “parking overtime”. Parking in a space
with an inoperable meter is also prohibited and vehicles will be subject
to citation and fine. Parking in a metered space after a citation has
been issued may result in multiple citations and fines.
FIRE LANES. A fire lane is any road or driveway designated as a necessary
route for emergency vehicles. These include areas specifically marked
with signs and/or painted curbs, as well as unmarked driveways, drive
aisles and curbs. A vehicle parked in one of these areas is subject to
a “firelane” citation and towing at owner’s risk and
expense.
IMPROPER DISPLAY. A citation and fine for “improper display”
may be issued to any vehicle not properly displaying a permit. “Improper
display” citations are primarily issued in cases where the permit
is placed in a manner that it cannot be properly read. These citations
and fines may also be issued in cases where a vehicle is not displaying
a permit that has been registered to it.
FRAUDULENT DISPLAY. A citation for “fraudulent display” may
be issued to any vehicle displaying a lost, stolen, or counterfeit permit.
Use or participation in use of a lost, stolen, or counterfeit permit will/
may result in the forwarding of information to University Police and Administration
for judicial review for appropriate criminal or University action, where
deemed appropriate.
PARKING ON NON-UNIVERSITY BUSINESS. For the purpose of this George Mason
University parking facilities procedures guide, “business”
is described as any activity sanctioned by the University to take place
on University property. These activities would include library use as
well as all unofficial activities permitted or authorized by the University.
Persons not attending an activity on University property are not permitted
to park a vehicle on campus. No commuter parking, excluding George Mason
campus to campus commuter parking, is permitted on University Campuses
at any time. Exceptions to these rules must be approved by Parking Services
in advance. See Arlington campus section for exclusion.
OVERNIGHT PARKING. As outlined above, parking facilities at the University
are intended solely for the use of persons with business at the University.
Overnight parking is permitted for resident students only; no other overnight
parking is permitted. Those requiring overnight parking for special circumstances
are to contact Parking Services to make arrangements.
ALTERING AND COUNTERFEITING PERMITS. Any alteration of a parking permit
subjects the vehicle/owner to citation for "no permit” or “fraudulent
display” and may also subject them to towing or impounding at the
owner’s risk and expense. Issues of counterfeiting will be reported
to University Police and Administration for judicial review for appropriate
criminal or University action, where deemed appropriate.
FINES AND FINE PAYMENT
PARKING FINES. Current parking fines and corresponding fees charged for
said fines are listed in APPENDIX B below.
FINE PAYMENT REQUIREMENTS AND PENALTIES. Fine payment requirements and
penalties are cited in the sections which follow.
Fine Due Dates. Fines are to be paid within ten (10) calendar days of
receipt of citation. All fines not paid or appealed by the tenth calendar
day will be assessed a ten dollar ($10.00) late fee. Fines not paid within
thirty (30) calendar days of issuance will be assessed an additional ten
dollar ($10.00) late fee. See below for Parking Appeals information.
Late Letter Reminders. Parking Services mails two (2) late letter reminders
to individuals who have outstanding parking fines. The first letter is
mailed to the address of record ten (10) days after a citation was issued.
The final letter is sent thirty (30) days after date of issuance.
Delinquent Fines. Students who fail to pay or appeal citations will be
placed on financial suspension ten (10) days after the date of issuance.
As stated in the George Mason University catalog, financial suspension
"means that no transcripts or records are issued, no diplomas are
released, and no registrations are permitted until outstanding obligations
including the reinstatement fee, have been paid in full." Faculty/staff
and visitors are also considered delinquent when citations remain unpaid
more than ten days after the date of issuance.
Collections and Tax Set-Off. Parking fines outstanding for forty-five
(45) days or longer will be referred to a collection agency. Collection
agency fees may be as much as one-third of the balance due referred by
the University. Accounts chargeable to a resident of the Commonwealth
of Virginia will also be reported to the Virginia Department of Taxation,
Division of Set-Off Debt Collection. The balance of the unpaid account
will be deducted from the individual's Virginia State income tax refund.
The amount deducted will be forwarded to George Mason University, an agency
of the Commonwealth of Virginia.
Vehicle Immobilization and Conditions of Release. Vehicles with outstanding
fines (over ten (10) days late) or $300.00 are subject to towing, booting,
immobilization, and/or impoundment on the University Campus, at the owner’s
risk and expense. All outstanding fines must be paid in full or the ticket
holder/vehicle owner must enter into a contractual payment agreement with
the University before the vehicle will be released.
Vehicle Release Policy. Booted, Immobilized, and/or impounded vehicles
will be released only to the registered owner. Said owner must prove ownership
by producing the original vehicle title and/or registration together with
a picture identification proving the claimant's identity. If the claimant
is not the registered owner of the vehicle, he/she must produce a written
and notarized letter with embossed seal from the owner permitting the
University to release the vehicle to the claimant. The original title
and registration or copies thereof must accompany the letter of release.
Payment Plan Agreement. Faculty, staff and students who have incurred
parking fines of $300.00 or more and who are unable to pay said fines
in full may opt to enter into a contractual payment plan agreement with
the University to satisfy their indebtedness. A one-third initial payment
is required before the payer can be released from financial suspension
or have a booted, immobilized, or impounded vehicle released. These individuals
are responsible for making a maximum three (3) additional timely payments
without benefit of a reminder. Any default by the payer as outlined in
the contract will negate the agreement. Payment plan agreements will not
be renewed following a defaulted contract.
DEPARTMENT OF MOTOR VEHICLES (DMV) ACCESS. As an agency of the Commonwealth
of Virginia, the University has access to certain DMV computer files.
Said access enables the University to determine the name and address of
a vehicle owner by license tag or vehicle identification number.
PARKING CITATION AND FINE LIABILITY. Ultimately, the registered owner
of a vehicle is responsible for all citations and fines issued to said
vehicle whether or not the owner was in fact the driver. In addition to
the registered owner of the vehicle, the holder of a University parking
permit may also be held financially responsible for citations and fines
issued to the vehicle for which the permit is registered.
ARLINGTON CAMPUS
ARLINGTON CAMPUS REGULATIONS. All George Mason University motor vehicle
parking policies and regulations are applicable to the Arlington Campus
except as amended below.
Arlington Campus Permits. Student permits for parking at the Arlington
campus are limited to semester permits only. Annual permits will be issued
for the Arlington campus only to faculty and staff.
Commuter Parking. Arlington Campus parking is limited to those individuals
attending to University business, while present on campus. Arlington Campus
permit holders are not permitted to leave their vehicle on campus during
times when they are not directly attending to University business. This
regulation prohibits permit holders from using the campus as a ‘commuter
lot’ where their vehicle is left on campus while they leave the
campus for non- University business.
Visitor Parking. There is no visitor parking on the Arlington Campus.
Only holders of valid Arlington Campus parking permits are allowed to
park a vehicle on the campus. Individuals who wish to park on the campus
without a permit must contact the Arlington Campus Operations Office at
(703) 993-8140 to make special parking arrangements.
Faculty/Staff Visitors. Faculty and Staff who do not have an Arlington
permit needing to conduct official business at the Arlington Campus should
contact the department sponsoring their visit, or the Arlington Campus
Operations Office to arrange for parking.
ARLINGTON CAMPUS PERMITS. Arlington Campus permits may be purchased at
either the Arlington Campus or the Fairfax Campus.
Purchase Eligibility. Arlington Campus permits will be sold only to those
students, faculty, and staff who show valid proof of course registration
and/or employment at the Arlington Campus.
Permit Validity. Arlington Campus permits are valid at all parking locations
owned and operated by George Mason University. Fairfax and Prince William
permits are not valid at the Arlington Campus except with prior authorization
from Parking Services.
Self “Stack Parking”. Stack parking is the act of parking
a vehicle in a location other than a controlled, lined, and designated
parking space, such as a drive lane or curbside area adjacent to a wall.
Self-stack parking always requires the authorization of a Parking Services
attendant. Stack parking also requires submitting the ignition (and door
key if different) only, to the Parking Services attendant for security
and possible movement of the vehicle when required, due to restricted
egress or ingress of other vehicles. NO STACK PARKING is permitted in
any restricted area designated as “no parking”. This includes,
but is not limited to; crosswalks, fire lanes, hatched-striping areas,
or other designated “no parking” areas.
PRINCE WILLIAM CAMPUS
PRINCE WILLIAM CAMPUS REGULATIONS. All George Mason University motor
vehicle parking policies and regulations are applicable to the Prince
William Campus except as amended below.
Visitor Parking. Visitors to the Prince William Campus should park in
a numbered parking space, take note of the number, and pay at the electronic
parking meter located in the lobby of Discovery Hall or the Parking Kiosk
in Occoquan Lot. Instructions for operating the meter can be obtained
at the Prince William Campus Information office or Parking Services office.
Current meter rates will be displayed at the individual meters. A vehicle
which leaves a paid space prior to the expiration of time relinquishes
any balance of time without refund. The balance of time does not transfer
to any other space.
Freedom Center Parking. The lot located adjacent to the Freedom Aquatic
and Fitness Center is intended only for members and users of the center
during times that they are using the facility only. Parking arrangements
for this lot can be made through the Freedom Center. No decal or permit
parking is authorized in this lot. Any vehicle parked in Freedom Center
with a George Mason University permit is subject to a citation and fine.
PRINCE WILLIAM CAMPUS PERMITS. Prince William Campus permits may be purchased
at either the Prince William Campus or the Fairfax Campus. Information
on the current Prince William Campus sales location can be obtained by
contacting Parking Services or the Prince William Campus information office.
Permits may also be purchased on-line as described above.
Permit Validity. Prince William Campus permits are valid at the Prince
William and Fairfax Campus. Prince William Campus permits are not valid
at the Arlington Campus. Fairfax and Arlington Campus permits are valid
at the Prince William Campus.
PARKING CITATION APPEALS
The procedures provided herein apply to all George Mason University faculty,
staff, student, University contractors, visitors, and others who use University
owned and leased parking facilities.
This procedure is designed to assist the University administration in
evaluating the parking program, to highlight problem areas, to provide
a learning experience to those who receive citations while using George
Mason University parking facilities, to provide an avenue to correct enforcement
errors, and to provide a means of redress.
The Director of Parking & Transportation has the responsibility of
monitoring the policy and recommending new and/or revised policies and
procedures.
Requests for an appeal may be done in person within ten calendar days
of the issue date of the citation. The Parking Appeals hearing officer
will carefully review each appeal. The Parking Appeals hearing officer
will base his/her decision on the Motor Vehicle Parking Policies and Regulations
and on the information presented to them. The appeals officer may approve
the appeal (dismiss the citation), deny the appeal (uphold the citation),
or downgrade the violation to an appropriate lesser violation. The appellant
can appeal the decision of the hearing officer in certain cases. See below
for Appeals Board information. Any fines due after the appeal has been
heard must be paid within ten days of notice of the decision. Failure
to pay will result in the accumulation of late fees and the individual’s
outstanding account being turned over to a collection agency. Students
who fail to pay within ten days will also be placed on academic hold.
Any student, faculty, staff, or visitor may appeal in person or fill
out a parking citation appeal form within ten calendar days of the citation.
Forms are available at the Parking Services office. Contact Parking Services
for office hours and location of hearing officer. Fines associated with
appealed citations need not be paid until the appellant is advised of
the decision.
All appeals must be submitted with the appellant’s name, active
address, ID (G-number), and telephone number. Appeals submitted without
this information will not be processed.
The hearing officer will make any decision on the appeal based on the
guidelines below:
1. The citation and fine is presumed valid. It is the obligation of the
appellant to present information that would invalidate the ticket.
2. Reasons that might warrant invalidation of the ticket are: evidence
of illness that necessitated the violation, mechanical breakdowns that
were handled in a reasonably expeditious manner, documented erroneous
information given by a Parking Services employee, or other circumstances
that are unusual enough to warrant special consideration.
3. Reason to warrant a downgrade of the ticket are: when further information
that was not readily available to the citing officer is provided to the
reviewer as a justification for the downgrade, valid misunderstandings
regarding ambiguous parking areas in the judgment of the reviewer, etc.
4. A specific reason for denial need not be given. A general statement
can be made that a sufficient reason for reversal was not made.
Failure to file an appeal in ten calendar days of the issue date of the
citation will result in the addition of a late fee ($10.00) to the fine
in accordance with Motor Vehicle Parking Policies and Regulations. No
appeals will be considered more than thirty calendar days from the issue
of the citation.
Certain determinations may be appealed to an appropriate Appeals Board
(Student or Faculty). Notification of a determination will provide information
stating if an additional appeal process is available as an option. A request
for reconsideration of denied appeals to an Appeals Board must be made
within ten calendar days from the time a decision was made by the hearing
officer. For an appeal to be reconsidered by Student Appeals Board or
the Faculty/Staff Appeals Board, the appellant must schedule a hearing
and be present at that hearing. The appellant will have the opportunity
to present their case directly to the board members. The decision of the
board members is final.
PARKING APPEALS BOARDS
STUDENT PARKING APPEALS BOARD. The Student Parking Appeals Board is made
up of members from the Student Government. The Student Government takes
direction from the Assistant Vice President of University Services. They
follow the rules and regulations set forth in Motor Vehicle Parking Policy
and Procedures, and base their decision on the facts presented to them.
FACULTY/STAFF AND VISITOR PARKING APPEALS BOARD. The Faculty/Staff and
Visitor Parking Appeals Board has been appointed to hear parking citation
appeals and advise the Assistant Vice President of University Services
on parking-related matters. The board consists of three Faculty members
and three Staff members, appointed by the Assistant Vice President of
University Services. They follow the rules and regulations set forth in
Motor Vehicle Parking Policy and Procedures, and base their decision on
the facts presented to them.
Appointments for the board are for two-year renewable terms and run from
September 1 through August 31. The chairman is selected for a three-year
renewable term by Board members and must have served at least one year
on the board.
PARKING POLICY ADMINISTRATION
The Motor Vehicle Parking Procedures are authorized by and based on George
Mason University's Administrative Policy 1108 and the Motor Vehicle Parking
Procedures, available on the George Mason University Parking Services
website.
RESPONSIBILITIES.
POLICY ADMINISTRATOR. The Assistant Vice President for University Services
is responsible for administering this policy. In addition, the Director
will act as the Contract Administrator for the Parking Services contract
and is responsible for the strategic direction of all parking operations.
PARKING SERVICES DEPARTMENT. This department is responsible for the day-to-day
management of all parking operations. In addition, the department will
recommend to the Policy Administrator appropriate additions and deletions
to the parking procedures.
PARKING SERVICES ADVISORY COMMITTEE. The Advisory Committee is responsible
for reviewing proposed changes to the parking procedures. Additionally,
they are charged with reporting parking issues to the policy administrator
for policy or administrative action. The composition of the Committee
should reflect student, staff, contractor, and special events constituencies
within the University community.
PARKING SERVICES ASSISTANT. The Parking Services Assistant is specifically
responsible for the training of parking enforcement staff to ensure consistent
and accurate ticketing on all three campuses. Further, the Assistant will
administer the appeals process to ensure appeals are granted in a fair,
timely, and equitable manner.
